LFRS have an excellent opening for a permanent Area Manager – People and Organisational Development (POD). This is a high profile, hugely important role, reporting into the Assistant Chief Fire and Rescue Officer and the Director of Service support.

This role will pay £59,565 per annum and has fantastic benefits including 32 days per year holiday allowance, free onsite parking and onsite gym.

The role will be based at Service Headquarters in Birstall with some travel to other sites. The successful post holder will be required to establish and maintain relationships with a wide range of people including Authority Members, Senior Managers, Regional HR Representatives, Partners, Employees and Trade Union Representatives in this Authority and in other organisations.

Purpose of job:

To provide overall strategic leadership and management to the People and Organisational Development service (POD). To act as the senior professional in relation to all human resource, workforce, Occupational Health and organisational development matters. To represent LFRS POD Service within the organisation, regionally and nationally as required.

Main Activities, Duties and Responsibilities:

• Provide strategic leadership and management to all teams within People and Organisational Development.

• Create an environment of trust to secure continuous improvement in the delivery of high quality and value for money services to all internal and external customers/stakeholders.

• Develop and deliver the Service’s People Strategy, accounting for relevant external influences in collaboration with our people and in alignment with other Service strategies.

• Promote the Service’s values, aims, strategies, policies and decisions to all parties affected by its services and activities.

• Provide accurate, timely and relevant advice, guidance, management information and support to the organisation and its managers on all people related matters.

• Develop and maintain a current suite of business focussed, legally compliant people policies and procedures that have considered current/relevant sector specific/professional standards and guidance. This includes relevant, fit for purpose employee conditions that meet the needs of the Service.

• Build and maintain effective stakeholder relationships and professional networks internally and externally. Promote an environment of effective employee relations with trade unions, employee groups and others; whilst externally engaging with local, regional and national partners.

• Develop and implement effective approaches to resourcing including entry to employment, talent management and succession planning, taking into account key equalities considerations.

• Develop and implement effective processes in order to ensure that OD, OH and HR initiatives align with strategic and service aims encouraging innovation and optimisation of technology to increase efficiency and reduce costs.

• Oversee strategic workforce planning to ensure LFRS has the right people in the right place at the right time, achieved through appropriate job evaluation; recruitment and resource management approaches.

• Provide a professional advisory service on people related matters to SMT and/or the Combined Fire Authority.

• Develop and ensure the occupational health and wellbeing service and associated programmes provide a value for money and agile and responsive service to our people.

• To act as a Company Director as required for companies in which the Service has an interest.

• Carry out all tasks associated with this post to clearly reflect Leicestershire Fire and Rescue Service’s policies.

• To undertake to carry out any such duties, as may from time to time, be agreed and directed by the Assistant Chief Fire & Rescue Officer.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

• Ideally you will be a Post graduate in either: HR Management; or Organisational Development; or Training & Development

• Be CIPD Qualified (Level 7)

• You will have extensive experience of HR management, Organisational Development and Occupational Health from either private or public sector.

• You will be highly experienced at report writing and have strong stakeholder management skills.
